Numaligarh Refinery Limited (NRL), was set up at Numaligarh in the district of Golaghat (Assam) in accordance with the provisions made in the historic Assam Accord signed on 15th August 1985, has been conceived as a vehicle for speedy industrial and economic development of the region.
The 3 MMTPA Numaligarh Refinery Limited was dedicated to the nation by the erstwhile Hon'ble Prime Minister Shri A. B. Vajpayee on 9th July, 1999. NRL has been able to display creditable performance since commencement of commercial production in October, 2000. With its concern, commitment and contribution to socio-economic development of the state combined with a track record of continuous growth, NRL has been conferred the status of Mini Ratna PSU.
In a continuous process industry like Numaligarh Refinery Limited, there comes requirement of some changes in existing process system (either in Plant design, changes in parameter etc.) from time to time. How small or big a change may be, the entire change-process has to pass through some set of guidelines and reviewing procedure at various levels till the approval for the change is obtained. The entire system of proposing for a change to its approval is called the Management of Change (MOC).
NRL follows structured document flow and approval process against change management associated with existing process system (either in Plant design, changes in parameter etc.) on regular basis for which there is a need of reliable e-MOC System. In every stage of approval/rejection proper documentation has to be maintained. It is therefore required to implement a computerized MOC system in which required information along with supporting documents will be captured in electronic format and stored in a central location to minimize processing time as well as to protect paper documents from physical damage.
The journey started off with understanding the challenges of the current methodology used in processing their changes and how effectively a technology solution can just not automate, but also bring in possibilities of reduced risks, better quality and drive towards quicker close-outs. After several discussions on optimizations, a tailor-made application was designed - an efficient, flexible, secured and user-friendly Web based solution for generating proposals flowing information across securely and effectively.
e-MOC system was deployed at the NRL facility on 14th December 2016.
The system is built as single page application which is the latest technology used in .NET Framework withSQL database which is one of the most robust, scalable application development platforms. Microsoft .NET technology provides robust services for application development and operational infrastructure for deploying large-scale, secure and flexible enterprise class applications.
